r. Anderson eventually forwarded en clair the

message, which formed the subject of the correspondence

enclosed in this despatch. It appears that it related to

information to be communicated to the Customs Authorities at

San Francisco that opium had been illicitly put on board the

S.S."Korea". If Lr. Anderson had asked me to do so I should

have been lad to send the message forward through His Britan-

nic Majesty's Ambassador at Washington.
